Barely nine months after the inauguration of the Toledo City parish church, built in 365 days by then parish priest, Rev. Fr. Francisco G. Silva, the Cebu III Electric Cooperative, Inc. was organized on September 27, 1979, attaining its legal personality after its Article of Incorporation and By-Laws was registered with the National Electrification Administration (NEA), the government agency charged with implementing the country’s total electrification program. It operates under Certificate of Franchise No. 077. Its first Board President was Fr. Francisco G. Silva who was subsequently appointed as General Manager on March 17, 1980 by Gen. Pedro G. Dumol, the NEA Administrator then.

The construction of the backbone lines was scheduled for middle of 1981. However, the General Manager and the Board of Directors decided on a strategy that would enable the coop to be operational as early as possible. Consequently, Toledo City Poblacion and the adjoining 10 barangays were energized on January 6, 1981, approximately nine (9) months ahead of schedule and in time for the Toledo City Charter Day Anniversary. Energization of all the municipalities within the coverage area was completed in August, 1981.

As provided in its Article of Incorporation, CEBECO III was organized primarily for the purpose of supplying, promoting and encouraging the fullest use of electric service at very reasonable rates on an area coverage basis pursuant to PD 269, as amended.

CEBECO III bagged the Emmanuel Pelaez Award in 1986 for Most Outstanding EC in the Philippines. The next year, its General Manager received the Gen. Pedro G. Dumol award as Most Outstanding GM. In recognition of the consistent excellent performance of CEBECO, its General Manager, Fr. Francisco G. Silva was appointed by Pres. Gloria M. Arroyo as the Administrator of the National Electrification Administration on September 11, 2001. The Deputy General Manager, Eng. Edecio C. Satina, took his place as General Manager of CEBECO III and concurrently as the GM of CEBECO II and I.
